As the new Congress takes seat, policy leaders are confronted with economic uncertainty and a dramatically different policy environment in 2023. Despite early predictions that there would be a major party turnover in both the House of Representatives and the Senate, the American public voted outside of expectations, electing a Republican House and a Democratic Senate, both with narrow margins of majority. 

The razor-thin margins in each chamber almost guarantee that policymakers on both sides of the aisle will be facing more contentious legislative and political battles in the new Congress. This increasingly divided political landscape is the focal point of our annual Washington Insights Review this year, with our research highlighting the disconnect between not only policymaker priorities on top issues, but also the varying perspectives on broader topics such as Environment, Social and Governance (ESG) and corporate engagement. 

Where do policymakers agree? Best practices for improving effective engagement. Our research this year showcases that while there are disparities between policymakers when it comes to the issues, sentiments regarding effective advocacy, as engagement increasingly moves in-person, emphasize the importance of relationship-building – regardless of the political context.

Based on hundreds of conversations with D.C. policymakers, this year’s Washington Insights Review aims to help improve policy conversations by highlighting best practices for effective engagement given the backdrop of a new, divided Congress and economic uncertainty.
