From September to December 2022, we surveyed and spoke with almost 300 state and local policymakers in Texas to understand their policy priorities. Immigration was identified as the top issue by 35 percent of policymakers in the state and there is debate over border policy and the role of immigrants in the workforce. Other top issues include K-12 education, energy, and public health.
